I dont think anyone should be parading around their genitals. However, I don’t see how “exposing genitalia” is avoidable in a dressing room. Bathrooms have stalls, who’s concerned if someone has their penis out then?

Maybe, just maybe, bodies aren’t gendered. Maybe trans women are women and therefore “womens struggles” aren’t synonymous with “policing genitals in bathrooms”.
